  10.   The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
  11.   Information Center under DISA contract as a means of communicating
  12.   official policy, procedures and other information of concern to
  13.   management personnel at DDN facilities. Back issues may be read
  14.   through the TACNEWS server ("@n" command at the TAC) or may be
  15.   obtained by FTP (or Kermit) from the NIC.DDN.MIL host [192.112.36.5]
  16.   using login="anonymous" and password="guest". The pathname
  17.   for bulletins is ddn-news/ddn-mgt-bulletin-nn.txt (where "nn" is the
  18.   bulletin number).

  21.                 DDN SCHEDULED SERVICE INTERRUPTIONS
  22.  
  23. DDN Management Bulletin 102, dated 6 October 1992, subject "MILNET PSN
  24. Scheduled Service Interruptions," is hereby CANCELLED. 
  25.  
  26. This DDN Managnement Bulletin provides updated information regarding
  27. scheduled service interruption procedures, effective upon receipt.
  28. This DDN Management Bulletin also provides NEW guidance on how to submit
  29. requests for DDN MILNET PSN Scheduled Service Interruption requests
  30. for approval.

  32. In the past few months, DISA/DODM has received numerous requests for
  33. scheduled downtime at DDN MILNET PSN facilities without proper coordination
  34. and no end user validation.  Further, DISA/DODM has received requests from
  35. Node Site Coordinators through the CONUS MILNET Monitoring Center (CMMC). 
  36. The CMMC is not authorized to approve Scheduled Service Interruption
  37. requests without prior approval from DONC/DODM.  Requests for Scheduled
  38. Service Interruptions should not be submitted to the CMMC--except as
  39. INFORMATION ONLY.
  40.  
  41. Procedures and guidelines for DDN Scheduled Service Interruptions are
  42. provided in DISA Circular 310-70-1, DCS Systems Control, Operational
  43. Procedures TCF/PTF/MTC's, August 1992, Chapter 7.  This DISA Circular
  44. applies to military departments (MilDeps) and other DOD or governmental
  45. agencies/activities responsible for operation, maintenance, and
  46. management of the DCS (Defense Communications System), which includes
  47. DDN MILNET PSNs and its Interswitch Trunks (ISTs).
  48.  
  49. All future requests for DDN Backbone Scheduled Service Interruptions
  50. should be submitted as directed by the DISA Circular referenced above.
  51. If your DDN MILNET PSN site does not have a copy of this DISA Circular,
  52. please check with your local Techincal Control Facility (TCF), Patch and
  53. Test Facility (PTF), or Nodal and Access Switch Monitoring and Test Centers
  54. (MTCs).  They are required to have copies of this DISA Circular, which you
  55. may use for guidance on submitting requests for scheduled service interruption.
  56. You can also order this DISA Circular through your local Publication
  57. Distribution Office (PDO) or Base administration office.  This DISA Circular
  58. can be obtained by submitting DISA Form 117, Publication or Blank Form

  67. All Node Site Coordinators should either have this DISA Circular on hand 
  68. or ensure that is is available from their local Technical Control Facility.

  70. If your organization is unable to comply with DISA Circular 310-70-1, 
  71. Chapter 7, due to EMERGENCY notification of a scheduled service 
  72. interruption, please contact DISA/DODM immediately for verbal approval
  73. of the scheduled service interruption (providing user concurrence has been
  74. obtained)--(DSN) 222-7580 or commercial 703-692-7580,
  75.  
  76. However, please remember this will be permitted only on a case-by-case basis.
  77. This procedure IS NOT to be used for ROUTINE scheduled service interruptions. 
  78. Don't forget that DDN users with direct-connect to the PSNs must also concur
  79. with the scheduled service interruption time-frame.
