- The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
- Information Center under DISA contract as a means of communicating
- official policy, procedures and other information of concern to
- management personnel at DDN facilities. Back issues may be read
- through the TACNEWS server ("@n" command at the TAC) or may be
- obtained by FTP (or Kermit) from the NIC.DDN.MIL host [192.112.36.5]
- using login="anonymous" and password="guest". The pathname
- for bulletins is ddn-news/ddn-mgt-bulletin-nn.txt (where "nn" is the
- bulletin number).

- DDN SCHEDULED SERVICE INTERRUPTIONS
-
- DDN Management Bulletin 102, dated 6 October 1992, subject "MILNET PSN
- Scheduled Service Interruptions," is hereby CANCELLED.
-
- This DDN Managnement Bulletin provides updated information regarding
- scheduled service interruption procedures, effective upon receipt.
- This DDN Management Bulletin also provides NEW guidance on how to submit
- requests for DDN MILNET PSN Scheduled Service Interruption requests
- for approval.

- In the past few months, DISA/DODM has received numerous requests for
- scheduled downtime at DDN MILNET PSN facilities without proper coordination
- and no end user validation. Further, DISA/DODM has received requests from
- Node Site Coordinators through the CONUS MILNET Monitoring Center (CMMC).
- The CMMC is not authorized to approve Scheduled Service Interruption
- requests without prior approval from DONC/DODM. Requests for Scheduled
- Service Interruptions should not be submitted to the CMMC--except as
- INFORMATION ONLY.

- Procedures and guidelines for DDN Scheduled Service Interruptions are
- provided in DISA Circular 310-70-1, DCS Systems Control, Operational
- Procedures TCF/PTF/MTC's, August 1992, Chapter 7. This DISA Circular
- applies to military departments (MilDeps) and other DOD or governmental
- agencies/activities responsible for operation, maintenance, and
- management of the DCS (Defense Communications System), which includes
- DDN MILNET PSNs and its Interswitch Trunks (ISTs).

- All future requests for DDN Backbone Scheduled Service Interruptions
- should be submitted as directed by the DISA Circular referenced above.
- If your DDN MILNET PSN site does not have a copy of this DISA Circular,
- please check with your local Techincal Control Facility (TCF), Patch and
- Test Facility (PTF), or Nodal and Access Switch Monitoring and Test Centers
- (MTCs). They are required to have copies of this DISA Circular, which you
- may use for guidance on submitting requests for scheduled service interruption.
- You can also order this DISA Circular through your local Publication
- Distribution Office (PDO) or Base administration office. This DISA Circular
- can be obtained by submitting DISA Form 117, Publication or Blank Form

- All Node Site Coordinators should either have this DISA Circular on hand
- or ensure that is is available from their local Technical Control Facility.

- If your organization is unable to comply with DISA Circular 310-70-1,
- Chapter 7, due to EMERGENCY notification of a scheduled service
- interruption, please contact DISA/DODM immediately for verbal approval
- of the scheduled service interruption (providing user concurrence has been
- obtained)--(DSN) 222-7580 or commercial 703-692-7580,

- However, please remember this will be permitted only on a case-by-case basis.
- This procedure IS NOT to be used for ROUTINE scheduled service interruptions.
- Don't forget that DDN users with direct-connect to the PSNs must also concur
- with the scheduled service interruption time-frame.
